Bid only on tenders you can win.
Finland makes public procurements worth about 38 billion euros a year. The new Procurement Act entered into force on 18.6.2026, and from 1.10.2026 procurements exceeding the EU threshold must in principle be divided into lots. If only one tender is received in an open procedure, the procurement is put out to tender again. The 10 % ownership requirement for in-house entities enters into force on 1.7.2027.
Tender Radar monitors public procurement for you. It reads the invitations to tender, picks out the suitability requirements and tells you in plain language whether it is worth bidding.

Frequently asked questions: Tender Radar
What are the Public Procurement Act thresholds in 2026?
The national threshold is €60,000 for goods and services, €150,000 for construction contracts and €400,000 for social and health services. In 2026–2027 the EU threshold for goods and services is €216,000 for municipalities and other contracting entities and €140,000 for central government (all excluding VAT).
What does the new Procurement Act change?
The new Public Procurement Act entered into force on 18.6.2026. From October 2026, procurements exceeding the EU threshold must in principle be divided into parts, and from 1.7.2027 the contracting authority must own at least 10% of a limited-company in-house entity.
Where can I find public tenders?
Public procurement notices are published in Hilma (hankintailmoitukset.fi), where you can set up a search alert for your own CPV codes. EU-level notices can also be found in the TED service, and Hansel's joint procurements totalled €1,788 million in 2025.
How quickly must a procurement decision be appealed?
A request for rectification and an appeal to the Market Court must be made within 14 days of receiving notice of the decision. The Market Court's handling fee is 2 440 € (4 880 € for procurements of at least 1 million €); instructions are on the Market Court's website.
How long is the tender period in an EU procurement?
In an open procedure, the time limit for submitting an electronic tender in an EU procurement is at least 30 days, and after a prior information notice it can be shortened to 15 days. There is a 14-day standstill period before the contract is concluded.
What happens if only one tender is received in a competitive tendering?
From 1.10.2026, an open procedure exceeding the EU threshold must be suspended and re-tendered if only one tender is received. The rule applies to a procurement once, and it is not applied if the contracting authority has carried out sufficient market research or divided the procurement into lots.
What does dividing a contract into lots mean for a small business?
From 1.10.2026, procurements exceeding the EU threshold must in principle be divided into lots, unless the contracting authority has a justified reason not to divide them. A smaller company can bid for just one lot, for example one region or one service package.
What is a dynamic purchasing system?
A dynamic purchasing system is an electronic supplier register that any company meeting the qualification requirements can apply to join throughout its period of validity. In 2025 Hansel had 60 dynamic purchasing systems in use, and individual procurements are tendered among those admitted to the system.
How long does a Market Court proceeding take?
The Market Court decided procurement cases in 2025 in 4.6 months on average. 447 cases were received and 456 were decided, and 128 cases were pending at the end of the year.
Does a procurement rectification cost anything?
A request for rectification to the contracting authority is free of charge and must be made within 14 days of receiving notice of the decision. In the Market Court the handling fee is 2 440 € for procurements under 1 million € and 500 € if the case lapses or the appeal is withdrawn.
What does the change to the in-house entity rules mean for businesses?
From 1.7.2027, a contracting authority must own at least 10 % of a limited-company in-house entity in order to procure from it without competitive tendering. Existing in-house agreements may continue until 30.6.2027, and some municipal and wellbeing services county services may then become subject to tendering.
How to use the information
- Set up a Hilma search alert for your own industry codes (CPV) – you will receive an email notification of new tenders.
- From October 2026, large EU procurements are in principle divided into lots: even a small company can bid for just one lot, for example one region.
- If you want to appeal a procurement decision, you have only 14 days from notification – and the Market Court's handling fee is at least 2 440 €.
- The thresholds exclude VAT: for example, a service procurement worth less than €60,000 is not subject to the competitive tendering obligation of the Public Procurement Act.
- Follow the in-house entities of municipalities and wellbeing services counties: from 1.7.2027, some of their services may be opened to competitive tendering.
- 67 % of Hansel's contract suppliers are SMEs. You can apply to the dynamic purchasing system at any time during its validity, so you are not too late even though the system is already open.
- According to KKV, one additional bid lowers the price by 11% on average, and more than half of tenders receive at most three bids – even a small tenderer often has a real chance.
- The Market Court decided procurement cases in 2025 in 4.6 months on average. Request a free procurement rectification first if the error is clear.
- Respond to contracting authorities' market surveys: the new law encourages them, and they affect how a procurement is divided into lots and what requirements are set.
- Also follow pre-announcements in Hilma. They tell you about upcoming procurements before the actual call for tenders, and a pre-announcement can shorten the tendering period to 15 days.
